It was developed 2019 It is not yet known, if it is now actively (but privately) developed.
As it is closed source, it does not exist on Github.

X-Edit runs on Linux via Wine, but xnafx40_redist.msi may be needed to be installed.

Maybe the default copyright laws apply, meaning that X-Edit-Mapper retains all rights to its source code and no one may reproduce, distribute, or create derivative works from its work.
Features
X-Edit-Mapper has an issue. Even levels without scrolling or only with on of type of scrolling (horizontal / vertical) are rendered to huge PNG file. This feature would be fixed in Open Eggbert.
Features of X-Edit-Mapper are planned to be implemented in Open Eggbert.
